Citigroup To Return Mortgages To Retail Business

Proposes New Tax Credits For Clean Energy Manufacturers

On the eve of a visit to Georgia to promote the White House’s economic stimulus programs, Vice President Joe Biden on Wednesday announced a new push to try to jump-start the nation’s sagging manufacturing sector and create new clean energy jobs.

 

At the center of the new initiatives is $5 billion in new tax credits for factories that make clean energy products such as wind turbines, solar batteries and electric vehicles.

 

Also outlined in the 33-page “Framework for Revitalizing American Manufacturing” released by Biden’s office are initiatives designed to make college and job training programs more affordable, promote exports and increase research and development funding.

 

Biden is expected to discuss some of the proposals when he visits Impulse Manufacturing, a sheet metal fabricator in Dawsonville, on Thursday like Dell C1295.The Obama administration is facing growing criticism for not doing more to create jobs and is searching for new ways to make a bigger dent in the nation’s unemployment rate of 10 percent. Biden is in charge of the White House’s economic stimulus efforts and its Middle Class Task Force.

Many of the proposals suggested in the plan released by Biden’s office are not new, however — nor are they necessarily what manufacturers want, some say.”Of greater concern to most manufacturers is the uncertainty in terms of tax rates for VGP-BPS8 battery , health care reform, cap and trade [climate] legislation and the other additional costs that are being placed on manufacturers,” said Roy Bowen, president of the Georgia Traditional Manufacturers Association. “Those are likely the front-burner issues for [most] manufacturers.”

U.S. Rep. Tom Price of Roswell, chairman of the conservative Republican Study Committee caucus, said more clean-energy tax credits were misdirected.”Before creating a new green economy for VGP-BPS8 , the administration ought to focus on improving the one we already have,” Price said.The new tax credits would add to the $2.3 billion in clean energy manufacturing tax credits established with the government’s Recovery Act. The increase in credits — which Biden said were needed because they were so popular — still requires congressional approval.

According to Biden’s office, the $5 billion increase in tax credits could spur $15 billion in new spending by manufacturers, which in turn could create tens of thousands of new construction and manufacturing batteries.Bowen, president of the Georgia manufacturers group, said he didn’t think that was possible.”I would be very skeptical of that number,” he said.
